全国人大常委会工作报告：用法律手段保护耕地中的大熊猫

格隆汇3月8日丨全国人大常委会工作报告介绍，2021年加快生态文明领域立法，经过深入调研论证，拟订黑土地保护法草案并进行初次审议，用法律手段保护黑土地这一“耕地中的大熊猫”。报告还显示，今年将制定黑土地保护法。
