上海：大力发展风能、太阳能、生物质能等非化石能源 推进海上风电和“光伏+”等工程

格隆汇7月28日丨上海市委、市政府印发《上海市关于完整准确全面贯彻新发展理念做好碳达峰碳中和工作的实施意见》和《上海市碳达峰实施方案》，其中提到，大力发展风能、太阳能、生物质能等非化石能源，推进海上风电和“光伏+”等工程，积极争取国家支持建设市外大型非化石能源基地，加快推进外电入沪通道项目。严格控制煤炭消费，合理调控油气消费，加快构建与超大城市相适应的清洁低碳安全高效的现代能源体系和新型电力系统。
